Project Description:

EBRD is currently considering providing a loan to the Public Roads Company of the Federation of Bosnia and Herzegovina (“FBIH”, the “Client”) to support the following activities (the “Project”):

Assignment Description:

In order to support the objectives of the Project a consultant, (the “Consultant”), is required to provide assistance to the Ministry of Communications and Transport of Bosnia and Herzegovina, (the “Ministry”, “MOTC”) in the detailed design and implementation of a traffic accident database (the “Database”) at state level (the “Assignment”). It is envisaged that the Database will enable the selected counterparts to record and obtain all information relevant to traffic accidents and elaborate on them. In order to achieve this, the Database will need to interface with existing software systems already in use in the Ministry and the relevant counterparts.

In order to deliver the Assignment the Consultant will undertake the following tasks:

The Consultant is also expected to make every effort to transfer their skills to the counterparties with whom they are working in order to ensure that processes and systems are continued beyond the finalisation of the Assignment. With this purpose, the Consultant will also be required to carry out the following activities:

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in Q3 2017 and has an estimated overall duration of 12 months.

Maximum Budget available for the Assignment: EUR 300,000.00 (exclusive of VAT).

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the Assignment will be financed by the EBRD Shareholder Special Fund. Selection and contracting is subject to the availability of funding.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required.. The Consultant should have extensive experience in: (i) delivering assignments related to the design and implementation of databases similar to the Project; (ii) delivering assignments related to road safety, particularly the statistical recording and analysis of incident rates; and (iii) delivering assignments related to road safety in comparable locations.

The Consultant’s team should include the following key experts:

In addition, the Consultant’s team will be headed by a Project Manager who will be responsible for overall management of the various assignments, supervision of communication with BiH Ministry and the other stakeholders and the EBRD, and ensuring quality of control of the deliverables. This expert should possess specific experience in training, knowledge transfer skills and be able to utilise formal project management methodologies.

Interested firms may either propose a dedicated expert for this position or nominate a suitably qualified Key Expert from the list above who will also undertake these tasks. The expert proposed to undertake the project management tasks should have at least 5 years’ experience in managing projects of similar size and scope. In either scenario all services under this Assignment must be delivered within the Maximum Budget detailed above.

All experts should be fluent in English. The ability to communicate effectively with the various stakeholders involved in this Assignment will also be beneficial.

Submission Requirements: In order to determine the capability and experience of consultants to be shortlisted, the information submitted should include the following:

(a) brief overview of the firm/group of firms including company profile, organisation and staffing;

(b) details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;

(c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

(d) Completed Consultant Declaration and Contact Sheet, the template for which is available from the following web-link:

Failure to submit duly completed and signed Consultant Declaration may result in disqualification of the applicant from the selection process.

The expression of interest shall not exceed 25 pages (excluding CVs and contact sheet).

One original and 3 copies of the expression of interest, in English, shall be submitted to the Client in an envelope marked EXPRESSION OF INTEREST for Development of traffic accident database within the Ministry of Communications and Transport of Bosnia and Herzegovina”, to reach the Client not later than the deadline mentioned above.

One further copy should be submitted to the EBRD’s contact person by email by the same due date.
